  • Provides age specific nursing care services to ambulatory care clinics, general medical, surgical, pediatrics, obstetrics/gynecology, neonatal, intensive care/critical care and emergency room patients. (Prepares and administers following physician order for medication both orally and by intramuscular injection, performs catheterization, changes surgical dressings, suctioning and irrigates body orifices. Triage and screens by obtaining vital signs, gross and subtle observations and facts regarding patient treatment and progress; documents assessment on patient record. Sets up and manages specialized equipment such as suction, oxygen, EKG and a variety of drainage tubes; labels tissue/specimens.)

Basic Requirements:
Licensure:
Candidates must be currently licensed to practice as practical or vocational nurses in a State or territory of the United States or the District of Columbia or must have applied for a license to practice. Applications of candidates possessing a license must be accompanied by a certified or photostatic copy of the license, a notarized statement attesting to the fact, or a citation of the license number and State issuing it. Non-licensed candidates who have completed their training may be appointed subject to obtaining the required license during the probationary period. Those not licensed must furnish the date on which they applied for a license and the jurisdiction involved. No person appointed pending licensure may be retained beyond the probationary period if licensure has not been attained.

Applicants who meet the licensure requirement are considered fully qualified for GS-3.

Additional Requirements for Grades GS-4 and Above:
EXPERIENCE

Qualifying experience includes nursing care work in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as:

  • Providing pre- and post-operative patient care.
  • Observing, recording, and reporting changes in behavior of mentally ill patients.
  • Providing reassurance and encouragement to mentally ill patients.
  • Assisting surgeons and registered nurses in operating room activities, including passing instruments, maintaining sterile conditions, and draping and positioning patients.
  • Setting up and operating special medical equipment and apparatus.
For GS-4: 6 months of nursing experience is required.

For GS-5: 1 year of nursing experience equivalent to at least the next lower grade level is required.

For GS-6: 1 year of nursing experience equivalent to at least the next lower grade level is required.

Samples of Specialized Experience for GS-3 involve, knowledge of basic or commonly used nursing care, e.g., providing nursing care for and assistance to patients in meeting their personal hygiene needs for the purpose of aiding good health practices, knowledge of and skill sufficient to use nursing care terminology and tests to for measuring and recording body temperature, pulse, respiration and blood pressure for the patientÂ's records, performs such treatments and procedures as hot and cold compresses, enemas, sterile dressings and sitz bath, provide environmental safety, security and patient privacy, assist the doctor or nurse in patient examinations.

Samples of Specialized Experience for GS-4 involve, knowledge and skill sufficient to perform a moderately difficult range of nursing care to serve as a responsible member of the nursing team, knowledge of pharmacology and skill sufficient to prepare and administer dosages and recognize contraindications of prescribed medications both orally and giving intramuscular injections, catheterizing patients, irrigating and suctioning wounds, maintaining equipment and supplies for the purpose of providing nursing care, preparing dosages and responding to emergency situations, i.e., cardiopulmonary arrest, knowledge of human body structure, function, illnesses and/or disease entities to communicate with nurses, clinic staff, patients and with family members concerning physicianÂ's orders, education and general patient education.

Samples of Specialized Experience for GS-5 involve, practical knowledge of and skill sufficient to understand nursing principles, practices and procedures, patient disease entities, patient care plans, medical equipment, medical materials and supplies to carry out nursing care, passes medication both orally and by intramuscular injection, completes initial assessment of patients in the outpatient clinic and entering into electronic health record, set up and manage specialized equipment such as suction, oxygen, Colposcope, Holter, etc., provides patient/family with information for self-care and to perform simple tests, recognizes the need for and institutes emergency measures when indicated by calling the nurse.

Samples of Specialized Experience for GS-6 involve, knowledge of a wide variety of interrelated or non-standard assignments with a broad work experience that demonstrated skill sufficient to resolve a range of problems and responsible for carrying assignments to completion applying a practical knowledge of understanding nursing principles, practices and procedures, to recognize deviations from normal sufficient to warrant modifications of the patient care plans with delayed notification of the nurse for concurrence in the modification plan, understand motivations and reactions to stress for the purpose of promoting interpersonal relations with patients and family member.

Your education and work experience may be combined to meet the qualification requirements of this position.

For GS-4: Successful completion of a program in practical nursing of a least 9 months' duration combined with 1 year of nursing assistant experience; or successful completion of a 2-year degree program in an accredited community college, junior college, or college or university in practical nursing.
